Podcast (Ir)Recoverable: the impact of the Benefits Scandal

In the podcast (On)Hergesteld, Cindy talks in five episodes about the impact of the Childcare Allowance Scandal on her and her family. Almost twenty years ago, Cindy received a letter from the Tax and Customs Administration stating that she had received childcare allowance unjustly for several years. Cindy had to repay €80.000.

It marked the beginning of a long, arduous period of loss in which Cindy waged a difficult battle with the government for compensation. But can you truly recover when the ground has been pulled out from under your feet and you have to prove you were right time and time again? Tom van der Eijk (family worker at Buurtteams Utrecht) became involved with Cindy and her family during that struggle for compensation. In the podcast, Cindy and Tom talk about her life before and, especially, after the Benefits Scandal.

In 2025, we were confronted with complaints regarding the way in which we supported several victims of the Toeslagenaffaire. The conversations we subsequently held with a number of them made us realize that the impact of the Toeslagenaffaire on victims continues to demand our attention.

The broad support provided to victims of the Childcare Benefits Scandal is part of the regular work of the professionals at Buurtteams Utrecht. At the same time, it has a unique character. Conversations with victims revealed that, among other things, they sometimes felt judged by us. Naturally, that is not what we want.

One of the victims we spoke to was Cindy. Impressed by her story and her strength, we decided to create a podcast together. The primary goal of the podcast was to provide our own employees with even more context regarding the world in which victims live. As the process progressed, the desire arose to share the podcast outside our organization as well, because we believe it is important that the story of Cindy and many other victims be told. With immense admiration and much gratitude to Cindy, we are happy to do so.

Where is Cindy?
We have published the first two episodes of the podcast on Spotify. In the first episode Cindy talks about her life before and after that infamous letter from the Tax Authorities. What did her family look like before all this misery began, and what impact did the €80.000 repayment have on all family members?

In second episode Cindy and Tom talk about the period when the Benefits Scandal came to light and the long period of uncertainty that followed, during which she would or would not be seen as a victim.

Over the coming weeks, we will publish the remaining three episodes on Spotify.
